With the decades-old problems our coconut farmers, industry stakeholders, and the industry have been facing, the Department of Agriculture-Philippine Coconut Authority (DA-PCA) has embarked on a transformation journey to become a more efficient and credible organization that is responsive and proactive to the needs and issues confronting the coconut industry.


In pursuit of organizational transformation, the DA-PCA enrolled under the Performance Governance System (PGS), the Institute for Solidarity in Asia’s (ISA) platform for designing, executing, monitoring, and sustaining strategy for the attainment of genuine and lasting reforms. The ISA’s PGS is recognized as the Philippine adaptation of the Harvard’s “Balanced Scorecard” framework, which is designed to help organizations execute transformation initiatives.

The PGS pathway is composed of the following stages: (1) Initiation, which focuses on strategy design; (2) Compliance, which focuses on strategy execution; (3) Proficiency, which focuses on monitoring and evaluation of the strategy; and (4) Institutionalization, which focuses on the attainment of breakthrough results and sustainability of the strategy.

The interventions under the Initiation Stage of the PGS Pathway is designed to guide DA-PCA in the crafting of its strategic plan and basic governance documents which articulate the transformation strategy of the organization, and to equip the organization with the necessary tools for the cascading and execution of its strategy.

One of the components of the PCA Transformation Roadmap is the Strategy Map, which provides the strategic objectives DA-PCA will operationalize towards the attainment of its vision. It has core and support objectives which also have specific roadmaps which provide the strategic direction of the transformation (shift), its objectives and measures, Key Result Areas (KRAs), and corresponding deliverables.

It is in this light that the DA-PCA hosted a meeting on February 22, 2021, where the technical working groups (TWG) composed of DA-PCA officers have presented their respective core and support roadmaps to the DA-PCA Management, together with agricultural policy specialist Dr. Leo Gonzales, Christian Peter Emmanuel Zaens of ISA, and Col. Haroun Al-Rashi Jaji of the Office for Strategic Studies and Strategy Management (OSSSM) of the Armed Forces of the Philippines (AFP).

“The PTR strategy map and roadmaps have undergone multiple revisions and are continuously being further developed to ensure that all strategic objectives and target outcomes identified are holistic yet specific, and will ultimately contribute to the attainment of DA-PCA’s vision,” DA-PCA Administrator Benjamin R. The Core Roadmaps that were presented and evaluated include Research, Farmers’ Capacity Building, Trade and Market Promotions, and Trade and Market Regulations, while the Support Roadmaps include Organizational Development, Information and Communications Technology (ICT), Policy Reform, and Resource Management. These sub-roadmaps will be the basis for the Performance Scorecard that will be submitted by DA-PCA to the Governance Commission for GOCCs (GCG).

The said meeting is part of the preparatory activities DA-PCA is undertaking in preparation for the Initiation Stage Revalida, where DA-PCA may be conferred with PGS-Initiated Status. ###
